This routine converts StormCAD storm sewer network files into
Carlson sewer (.sew) files. The StormCAD data is stored in MDB
database files. The routine prompts for the Pipes Database to read
and then the Storm Database to read. The pipes data is required for
the structure data. The storm data is optional for the drainage
data.
